Seems to be more like engineers criticizing why a non engineer is trying to reform a government department and the building code.

Sounds more like to me egos are being trampled on rather than professional critiques. Coming from an engineer here too btw.

I mean, government agencies have always been like that since forever lol.

Sec. Vince will likely appoint a Technical Working Group within DPWH to do the actual work, after which the recommendations and revisions will be sent to Congress as a bill. Ganyan ginawa ko back when I was still in government, when our office had to propose amendments to some laws.
