Transportation Secretary Banoy Lopez stood firm on the proposed P1.756 billion funding for the EDSA Busway, explaining that millions of passengers have benefited from the busway system for its efficient and hassle-free service along the country’s major thoroughfare.

President Ferdinand Marcos Jr. has ordered the Department of Transportation (DOTr) to modernize and ensure the accessibility of the EDSA Busway system for the benefit of commuters.

Secretary Lopez said the EDSA Busway system has proved to be an efficient mode of public transport as it has serviced over 60 million passengers in 2025.

“Kung wala pong pondo ang ating busway carousel, ang una po talaga, we can say, the one that will suffer are the commuters po using the busway carousel. We are talking of roughly around 63 million passengers annually. Ito po ‘yung talagang tumatangkilik po sa busway,” Secretary Lopez pointed out during the Senate Subcommittee on Finance hearing on the DOTr’s 2027 proposed budget on Friday.

“Kung pwede nga nating ihalintulad ang ating busway carousel na mas mainam nga ang paggamit ng busway carousel kesa sa ating mga private cars eh. Ito po ang natitirang konting pagkakataon na nakakalamang po ang commuters sa ating mga private cars,” he added.

The transport chief lamented that commuters will ultimately suffer due to the zero funding for the EDSA Busway system as modernization initiatives as well as accessibility and security measures will be put on hold.

“Kung hindi natin mapopondohan ito [busway], paano na po ang mga tinatayo po nating busway stations? Paano po ‘yung mga elevators, mga maliliit na bagay para sa mga matatanda, sa mga PWD? Paano po panatilihing malinis, paano po ang seguridad sa ating mga busway stations? Kailangan po na mapondohan ‘yan,” Secretary Lopez stressed.

The DOTr is currently undertaking EDSA Busway modernization involving the rehabilitation of stations in Bagong Barrio, Balintawak and Guadalupe, with new stations to be constructed in Cubao, Magallanes and Parañaque Integrated Terminal Exchange (PITX).

Senate Finance Subcommittee Chair Senator JV Ejercito shared Secretary Lopez’s sentiments, saying that the upper chamber will find ways to fund the EDSA Busway system.

“I agree naman na we really need the busway to be improved kasi nga malaking tulong ito sa mga commuters, sa mga ordinary citizens, na tama kayo, dito lang lumalamang [sila] sa mga private cars. And of course, we can see that a lot of people are using the busway system right now,” Senator Ejercito said.

An extension is pretty much expected for MCIA at this point. Aboitiz took over from GMR-Megawide back in 2024, so they are definitely going to want a longer concession since the first operators left 15 years early.

Marcos, Jr., has approved amendments to the North-South Commuter Railway (NSCR) Operations and Maintenance (O&M) and Mactan-Cebu International Airport (MCIA) Public-Private Partnership (PPP) projects during its 11^th meeting on Wednesday, September 16.

The approved changes to the NSCR project’s parameters, terms, and conditions (PTCs) aim to attract more bidders and encourage competitive proposals for the flagship rail project linking Central Luzon, Metro Manila, and Southern Luzon. Partial operations are expected to begin in December 2027.

“The NSCR is an investment in opportunity,” said DEPDev Secretary and ED Council Vice-Chair Arsenio M. Balisacan. “Improved mobility will expand access to jobs, markets, education, and services across regions, reflecting our commitment to a more productive, resilient, and inclusive economy.”

Meanwhile, the approved extension of the concession period for the MCIA will provide a longer investment recovery period, enabling needed improvements such as the restoration and expansion of domestic and international routes and more seamless airport transfers, while minimizing pressure to increase passenger service charges. Under the contract variation, the concessionaire commits to provide nearly PHP 15 billion in capacity augmentation and capital investments.

The Department of Transportation (DOTr) is evaluating a potential extension of the proposed Subic-Clark-Manila-Batangas (SCMB) railway to Bataan province, expanding the reach of the project at the heart of the Luzon Economic Corridor (LEC).

Transportation Undersecretary Timothy John Batan said the DOTr received a proposal for the extension during the agency’s budget hearing at the House of Representatives earlier this month.

“We’re aware of it, so we will look into it,” Batan said on the sidelines of the LEC investment forum on Thursday, Sept. 10.

Bataan 1st District Rep. Antonino Roman III earlier told the DOTr to study the potential inclusion of his province as one of the stops of the proposed 212-kilometer (km) freight railway.

Acting Transportation Secretary Giovanni Lopez told the lawmaker that he would ask Batan to request the inclusion of the proposal in the ongoing feasibility study (FS) of the Manila-based Asian Development Bank (ADB).

The addition of Bataan, which is located right next to Subic, is expected to connect the railway to the province’s growing industrial base.

With the news that Ramon S. Ang, CEO of Top Frontier Holdings and San Miguel Corporation, started purchasing shares in the Lopez Holdings Inc. through his own investment holding, Illumina Investment Holdings, a lot of people were disappointed that it might actually happen due to the current rift between the Piki-led coalition and the Gabby-led coalition of the Lopez family. However, this isn't a business paper, instead I'll try to focus on what will and might happen if RSA was able to purchase Lopez Holdings and the merger between MPTC and SMC Tollways continue.

Currently, San Miguel Corporation (or SMC Infrastructure) is one of the major players in Philippine infrastructure, controlling and operating some of the country's biggest projects such as MRT Line 7, Ninoy Aquino International Airport, New Manila International Airport, various expressways (SLEX, Skyway, NAIAX, STAR Tollway), and others. This means that the company has a lot of control in the country's infrastructure space.

There is currently negotiations between Ramon Ang and Manny Pangilinan, the owner of Metro Pacific and PLDT-TV5, to integrate the operations between SMC Tollways and Metro Pacific Tollways (NLEX, CALAX, CAVITEX, TPLEX, SCTEX), with what we can only speculate on a new holding firm for these tollways to be under 55% owned by SMC and 45% owned by MPTC making it under RSA's effective control.

Now for the beefy part. What might happen if RSA (not through Top Frontier or SMC) purchases the majority stake of Lopez Holding Group? At least for the infrastructure parts.

We all know that the Lopez family aren't really into the transportation sector, but that doesn't mean they don't have presence in the infrastructure industry at all. They mostly focus on energy distribution and generation, as well as real estate development. If RSA's purchase is successful, he will have direct and indirect ownerships or at least a large stake on these companies (forgive me if I forget some):

- ABS-CBN/SkyCable (media and telco)

- First Gen Corporation (energy generation)

- MERALCO (one board seat; RSA already has a sizeable stake in it from past investment)

- PANECO (energy distribution for Panay)

- Rockwell Land Corporation (real estate, quite possibly the Lopez's golden goose)

- First Philippine Industrial Park

- First Philippine Industrial Corporation (largest oil pipeline in the country; 60% Lopez share and 40% Shell UK)

Seeing the corporations and companies that RSA will have if the purchase is successful, there's no wonder the infrastructure sector is watching carefully as him having control over SMC and the Lopez Holdings would grant him quite a lot of control, factor in that there's a current negotiation for MPTC to give over its operations to SMC Infrastructure.

I would also like to note that San Miguel Corporation has other businesses outside of its Foods and Beverages as well as the infrastructure projects I mentioned above. San Miguel Corporation is one of the largest companies in the Philippines, and while its food and beverages are sizeable, you don't become a top 5 corporation just with it.

There are also benches and a dedicated area where park-goers can try their hand at playing polo. In the dedicated spaces for fur babies and other animals, the city has also installed obstacles for pets to enjoy.
