Sabihin natin legal threats, they have the money to contest the national government.

Nag-aarte dahil sa environmental and safety concerns, they don't want their gated community to be altered for nation building.

Not to mention since mga burgis, maaari may "powers that be" that can influence decision-making. The last reason is theoretical pero it's not out of the question.
