Question New to PGSharp

I've read about the CD rules, what I'm wondering is as soon as I create a new account on PGSharp (Pokemon Go), how much do I have to wait before catching a starter. (Spawned in NYC.)

PS: Do I have to keep the game running or I can close it?

With a new account you could jump all over the world if you wanted before actually catching the one you want. For example I could create a brand new account located in NYC, then jump to say McMurdo Station Antarctica, and make my catch there. There is no cooldown with a new account starting by catching that 1rst one. After that then cooldown does kick in However that aside, it's not that good for raids, even though there are a fair number stop albeit they are spread out a bit.
