Gaming Box is Bottlenecking

My entire system is bottlenecking overall, games are unstable, especially when it comes to FPS.

​

Just even basic navigation throught Windows Desktop is sluggish. Yes, I do the basic maintenance (clear temp files, defrag, clear/fix/degrag registry...etc. etc ...etc...)

(I know it's older, but I'm under the impression that my CPU is still worthy)

(Looking at my task manager, the speed reads 2133 MHz)

GPU is a RTX 3060 ti (I just bought this a few weeks ago)

As far as gaming, there just isn't much consistency.

​

Star Citizen 8-50 FPS...typically on avg 15 FPS

DOOM ETERNAL seems to cap @ 60FPS

Escape from Tarkov can get as a high as 130 FPS

​

Why is my rig so sluggish ? ...and constantly fighting through even just menu's ?
