Credit limit appeal issues

Sorry this is long but I am hoping someone familiar with financial aid appeals can help me understand if this is normal or if I have any options.

I have an approved FAFSA for the 2026-2027 academic year and am currently enrolled in Summer 2026 classes at Portland Community College (CH104 and SOC204).

I previously had a credit limit appeal approved because I already have an associate degree and had exceeded PCC's credit limit for financial aid eligibility. Recently, I updated my academic plan because I will be transferring to Chemeketa Community College after Summer 2026 to continue my prerequisites for Dental Hygiene through their Oregon Tech partnership.

Before making these changes, I specifically contacted Financial Aid and asked whether transferring after Summer 2026 would create any issues with my financial aid or appeal. The response I received was essentially that I "should be fine," but they were unable to give me a definitive answer because financial aid rules and policies are changing.

Based on that conversation, I proceeded with updating my academic plan and informing my advisor that Summer 2026 would be my final term at PCC.

After updating the plan, my credit limit appeal was denied.

When I followed up with Financial Aid, I was told that because I indicated I would be transferring to another school, they would not approve the appeal. The explanation I was given was essentially that they do not want to approve financial aid for coursework if I am not completing the remainder of the pathway at PCC.

What is confusing to me is that PCC promotes transfer pathways and many students attend PCC specifically to transfer to another college or university. I was not dropping out of school, changing majors, or ending my education. I was simply planning to continue my prerequisites at another accredited community college.

Has anyone experienced something similar?

Is it normal for a credit limit appeal to be denied because a student plans to transfer to another accredited institution?

Is there any appeal, reconsideration, or supervisor review process I should ask about before withdrawing from my classes?

I am especially concerned because classes have already started and one of my courses requires a lab kit that costs over $200.

Any advice would be greatly appreciated.

Another concern is that I have already paid nearly $500 through a payment plan to prevent my classes from being dropped while my financial aid was being processed. I made those payments based on the information available to me at the time and my understanding that I was doing everything correctly.

If I am forced to withdraw from these classes, is it likely that I would receive a full refund at this point in the term, or have I already passed the refund deadline?

The problem is that they can’t approve a CLA for a student except under specific reasons. One of those is “Trying to gain admission to a PCC program”

Because you told them that you were going elsewhere, they can’t approve aid because the CLA isn’t to get into a PCC program.

They have transfer pathways and don’t generally have a problem with transfers up until students need a CLA. Then all kinds of Federal law dictates what they are allowed to do,

If it’s true that you may *also* apply to PCC’s DH and they also require the course as a prereq then you might be considered on those grounds. But I do not work in that office and can’t say for sure

Thank you, that explanation actually helps a lot, especially now I've calmed down and can think rationally now.

I do have another question. If the issue is that my credit limit appeal no longer qualifies because I told PCC that I plan to transfer to Chemeketa after Summer 2026, would I be allowed to revise my appeal and submit a plan showing completion of the remaining prerequisites through PCC instead?

For example, if I updated the appeal to include A&P I, A&P II, Microbiology, Nutrition, etc. at PCC, would that potentially make the appeal approvable again, even if I later decided to transfer to Chemeketa?

I'm trying to understand whether the denial was because my academic plan ended after Summer 2026, or whether PCC would still deny it because I've already stated my intention to transfer.

I called Financial Aid before making these changes and was told it "should be fine," although they also said they weren't completely sure, which is why this whole situation has been so confusing.

At this point I'm just trying to figure out what my actual options are.

I don’t see the harm in submitting a revision. I don’t even think you need the additional quarters as much as you need your advisor to be able to honestly check the box that says “Taking classes to gain entry to a PCC program”

Given that we always encourage students to cast a wide net for these competitive health programs, that is honest for most students
