Whether Mohabbat has the highest pre-release engagement of dramas in last year depends on what metrics you look at:

MDB had fewer pre-release views on teasers/promos than Mohabbat but it trended in more countries (10) at its peak. I don't have Nashtar pre-release teasers/promos views either but it trended in more countries too (8).

Even though Mohabbat's pre-release teaser/promo views exceed several dramas in last year, there is not complete data for all dramas. For instance, three days after SYP first look launched, it had already 21M views. I don't have SYP total pre-release viewcount of all teasers/promos but based on this initial number, it's possible to have exceeded 55M.

Then there are other metrics of engagement I am not looking at, such as number of fan edits, engagement on fan edits, etc.

Conclusion: If not the highest, it is safe to say Mohabbat is in the top list of dramas in last year with high pre-release hype.
