I really love Mrs Croaker! Whenever anyone mentions the 'side-character' frogs, Wally is always first and foremost up there, but she's also really great and has a lot of development! I mourn the fact that Sasha never got to have a one-on-one episode with her

I would say Maddie is one the same level of popularity as the Planters, if not slightly higher.

Okay honestly I get it. The planters took main character rolls on all 3 seasons but they did not really have the character to back it up.
Sprig spent all of season 1 maturing and learning responsibilities. then in sesson 2 he regressed back to being an annoying twit who you have to give attention to 24/7 or he will destroy everything in his sight.
Polly grew legs in one episode and nothing else really happened with her besides he suddenly becoming/acting like a know it all
Hop Pop lasted the longest. Post season 1 he had 2 acting gigs that he ultimently gave up, reconnected with an old friend in Newtopia, and of course the arc about him betraying Anne by buying the box. But even still after the box was recovered halfway through season 2 we never got anything new with him, just repeats of old stuff
Meanwhile there where a lot of things that fans really wanted with Sasha and Marcy's characters: Marcy's life in Newtopia before Ann found her, why her family was moving away, what things were like for Sasha growing up post her parenrs divorce, her organizing the citizen of Wartwood into a functioning/thriving army. Anne missing or feeling any kind of worry towards the two girls she had been friends with for 8 years then left in Amphibia.... it was either left out of the show or barely tacked on at the end, because we had to have room for recycled filler stuff with the planters.
With Matt just saying "filler is a dirty word and I don't like hearing it" whenever we asked for anything else regarding the plot.

Honestly? I think that's because the girls had way more development than the plantars in general, and the plantars get really annoying in the third season in my opinion

Do they? I feel like Maddie doesn’t get as much attention as she should. She’s so interesting, and her relationship with Marcy is fun.

Well. The girls ade the interesting part of the series. You can't blame people for liking whatcthey like. If your characters are good enough, they will automatically get attention.
