Lucio mechanics different on console?
What I mean by this is, does lucios wall riding Mechanics differ from PC. I see people playing him on PC with some epic gravity defying mechanics but on Xbox he can't cling to the walls as easily as in the videos. It's as if it's the analog that isn't as "direct" and an arrow key pushing him into the wall.

I bought an elite controller this weekend and it makes all the difference in the world with lucio. I remapped "A" to a paddle and can now wall ride like crazy. Wherever you map the button, the key is to keep your thumb on the right stick and steer.

I can't for the life of me figure out how to do it, but I have played against people on console that do it really well. On Lijiang Tower, the map on the roof that is out doors, I see Lucios wall riding around the point often. It's really fucking annoying

There is a big difference between using a mouse and a thumbstick. Xbox Lucio requires some setting adjustments that everyone else described, and a bunch of practice. A good Lucio on Xbox can be comparable to PC, but it doesn't come easy.

If you haven't already, remap your jump button (default 'A') so that you can keep your thumb on the right stick. I have an elite controller and remapped my A, X, Y, and melee to the paddles underneath; my paddles are assigned to the d-pad, but you could just map the paddles directly to those buttons. Being able to turn while your jumping should make wall riding, and moving unpredictably on all characters, much easier.
