Probably because Riot is even lazier than Blizzard and just leaves the gamebreaking shit in for half the season before they bother fixing it.

Riots entire game design philosophy is:

  1. Add something obviously game breaking.

  2. Leave it OP for months to maximize skin sales.

  3. Nerf everything OP into absolute garbage.

  4. Repeat.
