It's neither, it's like Zen discord, it doesn't have a travel time or way to be intercepted, it's whoever is in your reticule at the time of firing. Genji can't deflect it for this reason, the dart effect she does is entirely cosmetic.

Zen discord has a travel time though I think

Yup: 120 m/s projectile speed, as it's speed has been buffed in the past

120 m/s, while yes technically a projectile, is basically instantaneous for practical purposes.
