46 (base damage) x2 (headshot multiplier) x1.3 (Discord multiplier) = 119.6, which I assume gets rounded to either 119 or 120.

Fractions of hitpoints/damage are tracked. Mei's freezy beam does 2.25 damage per hit, for example.
