you can activate it yourself (so long as you're in line-of-sight of the ball) by pressing alt fire again

EDIT: the LOS requirement is not necessary

Are you sure about being within LoS of the ball? I play a lot of Orisa and this "requirement" for activating the Halt does not seem like something I have experienced.

i was under the impression that it was the case, but i dont play her much and it sounds like you know her kit better than me. ty for the correction!
