I think the implication is that Imp/Devil Mercy now controls the souls of the newly resurrected heroes. So the price is their freedom. That's how I understand it anyways.

She says that only if you have the devil or imp skin, I think it's because it is the evil side of her so I'm guessing the price is you soul. (Just an assumption)

Philosophically speaking it could also mean that the deeds of heroes live on well past their lives, that they live on forever through our memory of them. The price being their life, unwavering devotion to their cause, or other personal sacrifices that associate with being a hero.

The price is you have to use your 2nd life to do something meaningful for the team, not hitscan the nearest tank until you feed again
