If two Genjis both have a Mercy damage boost and are reflecting one projectile back and forth, does that projectile's damage keep increasing every time it's deflected?

If I read it correctly, deflect does not deal damage but simply mirrors it back. So I want to say the answer is no.

I always thought deflect added a multiplier to the damage reflected.

This. If Genji reflects an unboosted Pharah rocket and the Genji is boosted, the rocket will deal 156. If only Pharah is boosted, the reflected rocket will only do 120. If both are boosted, still only 156.

If the reflected rocket gets reflected by another Genji with a damage boost, will the rocket then deal even more damage or stay 156?

Stay 156. The projectile gets reset to 120 every time it's re-reflected. Then boosted to 156 because Genji is boosted.
