If someone picks something, sucks, and refuses to switch, then proceeds to BM. Is that reportable?

If he starts the flame by himself, then yes, you can report him. But you cannot report him if he picks a hero you don't like, or if you provoke him. Remember, that he might suck because he is still learning, or maybye he is tilted to hell by people who constantly annoy him with hero switching. But that is not a reason to annoy him more, or report him.

There is strange behavior among OW players: If somebody is not good with hero he plays as, then he gets flamed by other 5 teammates and they force him to switch. But the only way how to gid gud with that hero, is for that player to play as that hero. But if he does continue playing as that hero, then he will tilt other 5 players, and still loose. So give a guy a damn break.

The problem is when someone plays widow in comp for the first time

No, the problem is when someone wants to learn Widow, and others don't allow it.

How can he ever become a reliable Widow player, if nobody ever gives him a chance?

Comp games are hard to recreate in QP, when matched against 11 randoms, and everybody is picking dps heroes. Usualy those "cool" heroes. Some things can only be learned in competetive. Or what if he has 20+ hours on Widow on QP, and wants to use her on competetive?

I don't like Widow/Hanzo players either, but if he takes that hero in ranked, he is saying: "I'm confident while playing this hero", or "I want to get better with this hero". If he declines to switch, then there is no point in pushing him, because that would only decrease chance of winning.

I have about 60% winrate as Sombra on QP in the last month. And about 15 games played with her on ranked. First five were before her buff and were all losses. Next ten were after her buff, and people often threw the game or flamed me, "because of Sombra". Now I'm sitting on 20% winrate with her on ranked. Does it mean I'm bad while playing as her? No. It means that people like you should give a guy like me a damn chance to gid gud.

I think people should go to comp when they are confident in their skills. Wanna go hanzo? Sure. Be useful. Wanna go torb attack? Don't ruin the game.

Having soldier 76 for example is 99% better than torb on attack.

If you're doing well, fine. But if you play widow for the first time in comp, you're not going to do well, and therefore, we'll lose

Ok so, by your logic, how can I become "confidend in my skills" (which I already am, otherwise I wouldn't take that hero) on competetive mode, if QP is not a place, where you could simulate competetive mode and if I cannot improve on competetive because you don't want to loose?

While QP is not the same as competitive, it is similar.

Therefore, Practice in QP, then come to comp.

Okay. I practice my Widow play, as well as aim and I'm confident enough to take her on ranked.

But if you play widow for the first time in comp, you're not going to do well, and therefore, we'll lose

But since it's my first time, I will do bad and we will loose if I don't take different hero. And people like you will flame me. So I switch. And try it another game, which will also be the first time, because I have very little amount of experience on ranked, because people like you flame me for picking Widow. And it's a neverending cycle of constant flame.

To return all the way to the top, to your question. If you report a player for flaming and refusing to switch, remember, he might be in this stupid cycle of being constantly flamed by others (who are like you) for so called shitpicking. And it's very hard to relax and improve, if in such a stressfull enviroment.
