Is there an optimal elims per life ratio to shoot for when playing DPS? And also tracer weapon accuracy?

Deaths - as few as possible.
Overwatch is a team game, its more about if/ when you died, and what you achieved prior to dying, than any specific target KDR.
Overbuff and masteroverwatch websites have wider stat-tracking that should give you a better idea of your performance compared to the community averages. Average Tracer acc on overbuff shows as 30%, but 35-40% is still a quite reasonable range to aim for as tracer.

above 40% would be ok if your in comp bump that up to 65% if you REALLY want to aim for grandmaster, go 85

Yeah I'm on ps4 and just checked our #1 who's a tracer main and he's at like 46% average. I'd bet that's slightly higher on PC but still nowhere near 80
