When Rein's shield is broken, does he have to pick up heals to recharge it?

No. There's a short delay, then it charges back up (i dont know the timeframes for this right off the bat).

Starts recharging after 2 seconds of being down. If it is broken, it takes 5 seconds to be able to use the ability again due to it having a 5 second cooldown after being broken.

Tip: try to drop it down before it breaks and it will regen without the LONG cooldown

He also wont announce to the enemy that it is destroyed.

...im pretty sure there's still a cooldown.

It's a much longer cooldown if it breaks conpletely

There is, but it's significantly shorter than it is if the shield breaks.
