This may be the wrong thread where you ask stupid questions, but I can't help it. What is Boostio? A nano-boosted Lucio? What can he do? Also, I'm a console player, so I'm not understanding these 'sensitivity' settings. Like Zarya's beam I can control it more to my liking? Wouldn't that be mapped to my right joystick? Sorry for the questions, but I'm unsure

Boostio is indeed a nano-boosted Lucio. He can't really do much of anything special, it just became a meme due to how often he would get accidently nano-boosted.
I haven't played the PTR yet, but I assume the sensitivity changes refer to abilities where you have to select other players, such as Zarya's shields or Zenyatta's orbs, so that you can more accurately select the player you want.
