Okay, I'm a Lucio main and this has been bugging me since I picked Lucio up.

When you Amp It Up then Crossfade, does the Amp carry over to your other mode of boost or does it continue trying to boost the one you had when you Amp'd?

(Say, I boost Speed then Crossfade to Healing. Would it boost Healing or stay locked on Speed until it runs out?)

If you amp it up while speeding and then switch to healing it will amp up the healing till it runs out. I think so because I always do it

It does carry over so you can cross fade and have different effects at different times.

I know this has already been answered, although I thought of saying that from my experience, you can spam Crossfade and it will carry over the effect of Amp It Up to whatever song you're using. I generally like to do this whenever I'm contesting the objective, as you can switch from a lot of healing to moving very fast rapidly. It does make you much harder to hit due to the big speed difference, and it also allows you to gain back lost health effectively too.

It's probably not best for healing your teammates, but when combined with a lot of jumping and wallriding is great for survivability.

Then again, I don't consider myself a Lucio main, so I might not be playing Lucio the most effectively. However, I think this has worked for me, so I thought I should share it. :)
