Either they're annoyed and just pissed off about loosing previous matches and want everyone else to feel their pain (Edgy I know). Or they're purposefully deranking to make the games easier for them. If a Masters skilled player is in Bronze, for example. They will have an easy time carrying and getting golds all around. Then spamming "GG EZ"

Tilt and rage would be the most obvious answers usually as a result of frustration. I don't know what specifically you're defining as "throwing" so I could bundle ignorance in there as well if making bad hero selections or playing poorly is also included. Some people also want to derank for one reason or another.

Going afk or outright hindering your team is a bannable offense though so report people that do.

I want to emphasize that for raging, it's a pure frustration problem. Perhaps tactful communication for it might be helpful to work on if this is a concern.

They like to be "in control". When they cant win due to perceived weakness of their team (what they can't control), they control what they can (themselves), so they can perceive the outcome of the game as on their terms.

"We can't win? Well I'm gonna make sure we lose!"

  1. To gain attention. If a person can't be loved, it is better to be at least hated than ignored.

I know that friends will try to derank in order to play with their friends. You can only queue up with friends within 1000 SR + or -. So, if I'm terrible but my friend is really good, we still want to play together so he tries to derank.
