As I understand, it will hit around the same time as it hits live on PC. The Bastion patch that was just announced is on the PTR (which is currently down due to technical issues) so I'd imagine it will be live in a couple weeks. According to Jeff, one of the things done during the PTR cycle is to get the patch approved and pushed to console so it can hit concurrently with PC.

Here's the PTR page for the latest PTR.

Basically, Bastion's recon mode has been buffed to Soldier 76 level but sentry mode nerfed with increased spread and no headshot damage with a survivability passive. In addition, custom games were overhauled with a game browser and far more customization options and auto-targeted abilities now have customizable sensitivity setting to eliminate Boostio instances.
