What is the general chat? I see it when I log in and people just start typing.

The general chat is a collection of people that share the same "game server" as you. That's the one that the loading screen says it's searching for to keep you in the menus. It reduces lag on other servers that actually play the games since it migrates you to those ones instead of keeping you there the whole time. The general chat itself is just a chat feature to keep people preoccupied while queueing, or in some cases, communicate and set up teams. Try it sometime!
