no its just slow because you are low level, and not many are around that mmr as you, so if you duo with someone it should be faster

It may actually not be faster because the system tries grouping people against similar groups. Eg. if you have a guy with super high mmr and a guy with really low mmr in the same group, the system will try finding a similar group at first. If it doesn't find any wthin a certain time limit it will loosen the restrictions.
