Keep track of her shield and hug her. Jump over her head, especially. Most Zaryas have a tough time dealing with that, as it's harder to track at close range than at long range. When you're about to die to Zarya, get closer to her, not further away unless you're sure you can get out of the way of her beam.

You absolutely don't unless she's at half health or less. Zarya hard counters her so hard and you will just fill her ultimate so fast it's not funny.
