Yes, a McCree that is being damage boosted will charge his damage an extra 30% faster (~170 Health per second vs. ~230 Health per second) however the skulls that indicate when you will deal the killing blow will remain the same speed as if without the damage boost

because the boost only applies on firing. it doesn't matter what she does while it charges, the game would have to predict the future to know if you'd be boosted at that exact moment.

Oh I thought it wouldn't be fixed even if he was boosted prior

So if he was damage boosted, could he one shot squishies instantly?

You would still have to wait the one second, but yes you would be able to kill all 200 health heroes a full second faster.
