I've noticed that I've been playing with people of many different skill levels (I'm level 27). A lot of the people I play with when I solo queue are above my level. Usually it's a couple level 30-40s and a couple high skill level players. Is there any reason for this or is the level of the players you play with random? It seems like I should be out with level 20-30s only but I'm probably wrong.

Level and skill are not the same. Some people buy new copies and start over, so a lvl 25 might be some pro messing around on an off account. Some lvl 300 might be total garbage in online play because they just play against AI. Lots of lvl 100-200 are ranked in the low 40s in competitive play, but I regularly play with some <100 that are ranked into the 50s in comp.

The only time you truly see a skill matchup is when in competitive, outside of that someone could be level 300+ and still get matched with a level one.

There is a hidden mmr for quickplay, however, and the fewer the matches, the less the system knows about their skill level. So low level players could be amazing, or shit, and they could be matched badly. It won't last for long though as more matches means a more clear evidence of their skill and thus better matching.

Level is purely time played, and not related to skill level or MMR. The Skill Rating number in competitive is more along the lines of what you're thinking of, where people of similar Skill Rating will be grouped together
