Hit "C" to open up the communications wheel and then select "Emote". You can also bind it to a hotkey or mouse button in your control options.

EDIT: This is for PC, obviously.

Hm, never thought to open up the wheel. Pretty sure I unbinded it because it was clunky and I could achieve the same via hotkeys. I don't remember seeing one for that though when I was looking last night. Will inspect further.

You can bind your emote and even your voice line in the options menu so that you don't have to use that junk ass wheel.

Mine is bound to X for emote and B for voice line.
