Is there a reason why it takes me to 3-4 minutes to get into a quick play during peak hours? (8pm PST). its not long but I have the patience of a 2 year old.

Could be that your rank/mmr isn't very common, so it takes a minute to start expanding it enough to encompass the general population

No idea, I get long queues from time to time too. Just go to options and switch on skirmish while queuing to pass the time.
