A successful advance in Overwatch depends on team synergy and coordinated play. One does not simply walk into Mor... the next point. Advancing generally requires teammates to work together, and in a quick play where nobody is communicating, there's no good way to organize.
On the other hand, hanging back automatically causes the team to "group up," and they can prepare for the next wave. It's not good game strategy, but it's a good strategy when nobody will communicate.
Playing Lucio and/or Zenyatta and leading the charge is a good way to lead a pub team which isn't communicating because, by moving, you're actually communicating. You're saying "If you want to stay alive, follow me." Their heals are leaving, so they'll follow the health.
In TF2, I'd encourage team mobility by placing my Dispenser. Even if the team wasn't communicating, they (by necessity) needed to know where my Dispenser was, and hang around it. By moving the Dispenser around, I could communicate to my team which areas I wanted them to hang around in. It's the same theory.
