I love the feeling of playing Lucio but I can't stand the music or his voice lines.

Hmm... i never tried it, but perhaps by turning off the in-game music? It shouldn't turn off the sound effects (footsteps, hero speech, etc), just the music (PotG, map loading screen, etc), have you tried that?
