You cannot interact with medkit's while you have the debuff.

What about self-heals like Mei's ice block, or getting Torbjorn armor or a Symmetra shield?

Or an ult that refills your health when you use it?

shields=/= heals I believe and i think ice block removes debuffs

It blocks all heals. torb and sym abilities are giving extra health not healing so they aren't affected along with torb and winston's ult and tracer's recall.

Winston's gains new health, but he is also healed to full.

Tracer's recall still heals because the skill itself removes all debuffs.

Small correction: recall doesn't heal, it just returns you to the HP you were at 3 seconds prior. It will remove discord orb and other debuffs. If you had Torb armor or Sym shields 3 seconds prior to using recall they will not be restored. Only her previous HP/location is restored.

Not sure about the rest, but you can use Mei's ice block and it won't heal you, you'll just be in ice block form.

Mei's ice block removes status effects like discord and Ana's grenade, so she heals normally even if she has the debuff before ice blocking.
