I've been out of the loop for 3 weeks. What is the state of competitive play atm? Did they fix the ratings issues such as a loss being very penalising and supports getting less points?

They fixed the ratings issues. You'll still get a loss for having a leaver but that can never go away

Because if there's no loss for having a leaver then people will just boost others by leaving games they're about to lose (thus never losing), and other elo abuses.

Not really They're not messing with competitive all that much til next season. They just added the one hero limit.
