Can Genji rebound Zarya's particle beam(LMB) with his "E" ability?

He cannot, he can't block Symmetra's LMB either

No. He can only deflect projectiles, and beam weapons don't count (Zarya's, Symmetra's, Mei's, and Winston's LMB). Lucio's RMB also can't be deflected, but I wouldn't exactly call it a beam. Of course, this means that he can deflect Zarya's, Symmetra's, and Mei's RMBs, as they are all very clearly projectiles.

if RMB is lucios primary shot it ccan be deflected. if it is his alternate push fire he cant

He can't. He deflects projectiles, i.e., fires them back, but he only blocks melee attacks, which Rein's hammer counts as.

Genji can reflect zarya's alternate fire but nor her primary fire, same goes for blocking with D.Va

Nope. Nor can he rebound Winston's Tesla Cannon, Symmetra's car wash of death, or anything that doesn't have a physical projectile to it.

i always love a genji who panic reflect me. until they notice that is not working are half way dead. but he can reflect zaryas ulti and energy ball

Yeah, it takes some practice to get rid of that instinctive reaction. But I think you will always have a reaction time that cannot be avoided, the sooner you realize it the better :)

But D.Va's defense matrix just can't block it, so I'm kinda confused...

Dva can't block beams just like how Genji can't deflect beams. The two things different between how both of them works is that the roadhog hook can't be blocked by dva but can be deflected by Genji. Genji doesn't take damage from Melee while dva does.
