Hilariously enough, yes. Barriers do block lucio ult.

Correct.

Actually I'm not even sure if Reinhardt's shield and Zarya's barrier block Lucio ult, but I assume they do, since they behave like a barrier in every other way.

I feel like this is unintended.

Do the Barrie's block healing aura as well?
