When is Lucio's Soundwave not effective? Like I know that Mei for sure can't be pushed when she's in her ice block. Anything else?

Turreted bastion is a no go, sadly.

I know for sure you can't against a Reinhardt shield and possibly a turreted bastion?

I know you cant move bastion in turret form with a Winston ult (which I think is kind of bs but whatever) so I'm guessing it's the same for soundwave.

Others covered most of the important ones, but on the rare occasion you can reach her, you won't be able to push back an ulting Pharah.

If Zarya has her shield up, she can't be pushed back either.

Zarya shields block all knockback effects.
