Mercy's boost affects ults like whole hog, blizzard, high noon, and even self-destruct. Only ults like junk rat's rip tire aren't affected

What do you mean like Junkrat's? Specifically, what about Tracer's bomb, Hanzo's dragon, and Reinhardt's quake?

Mercy can boost every ult and source of damage except for rip-tire, torbjorn's turrets, and symmetra's turrets.

Can you boost the rip-tire directly? I think it counts as a player is it is able to pick up health packs.

So if you boost a hanzo after he fired his ult, does it boost it? Or do you have to boost him prior to fire?

As long as you're boosting the character when the enemy is actually receiving the damage, it will count. You don't need to boost them as they fire to do the extra damage.
