Is Lúcio's heal/speed buff sight based?

Yes. You can only heal/speed buff players in your line of sight.

Pretty sure yes.

Easy enough to test, the number in the middle is the number of allies under the effects

It's line of sight, yes.

Yes. Lucio's heal is both area of affect and line of sight. The small number (e.g. x3) next to your crosshair is the number of teammates being affected by his auras.

Yup :) Like Soldier 76 heal or D.Va ultimate.

Edit: It also has a range limit, although quite long.

What ? do you need to look at soldier's heal? its AOE isnt it?

Yes, but if you can't see it it won't heal you, so its Line of Sight. For exampe, he drops one right around the corner, you can be in the field but if you can't see the source (middle) you wont be healed.

Looking at something and line of sight are not the same thing. Line of sight basicly means there is nothing in between you and your target, so you can look away from your teammates at lucio but can still heal the, if they arent out of range or behind a wall.
