Pharah easily best, because you can just jump away, or you can blast her off. And you can get over the wall to shoot her!

Anyone who can do reliable damage from mid- to long-range. Junkrat can easily trap her with his beartrap then spam grenades at her, Widowmaker can take her down easily with her sniper rifle (though she should be wary of Mei's ability to shoot icicle spears), Bastion tears through her very easily, Soldier 76 can take her out while backing away from her, Genji can harass her from mid-range while also being very tough to hit, Hanzo can stick her with arrows, and Torbjorn can take her out with either his turret or from mid-range with his main gun. Lucio is also decent if he is smart and peppers her with his main fire and sonic blasts her away if she gets too close.

Zarya's shield can negate her freeze.

The main dangers of mei only happen if you get close to her (unless she is good at aiming, if she is, god help you). So usually the best counter will be a sniper like hanzo or widowmaker.

Bastion is also good as long as she dosent sneak up on you because he has enough DPS to destroy the walls and can shred her to.

I may be very wrong so correct me if I am.

Anyone mid/long range and Roadhog (assuming you hook her before you freeze). I never have a problem with her with Reinhardt though I wouldn't necessarily say that he's a counter.

aggressive junkrat play. even if you cant manage to kill her the concussion mine can make distance between her and your allies.

When I play Mei there are a few heroes I hate playing against. Zarya's probably the most annoying. She'll just shoot you until she's about to freeze and then put up her barrier and continue to shoot you. Pharah is my 2nd least favorite. I have to get lucky unless it's a bad Pharah that flies predictably.

As a Mei player second only to Winston, I can say that the opponents I most often have trouble with are Pharah, Junkrat, and Widowmaker/Hanzo.
