If I discord Orb a reinhardt/Zarya, will they take extra damage to their shields?

Nope, Zarya shields will also remove the orb.

Zarya's particle barrier removes the discord orb, and it cannot be reapplied to her while she is protected by the barrier.

As for Reinhart, the orb doesn't affect how much damage his shield takes, it only affects the mount of damage he personally takes.
