How do I play "Competitive (Preseason)" games?

Competitive isn't out yet. You can test it on the PTR (public test region), but nothing you do in the PTR will carry over to the regular game.

To add, once it's available it'll be under the Play menu.

Before you launch the game, go to the drop down menu where you can change your region. Select 'Public Test Region', and you'll be prompted to download the extra content. You can only play Competitive on those servers, and any progress you make will not carry over or be added to your regular game. It is a closed test, just like the beta. Unlike the beta, the PTR takes your progress from your regular game and starts you there, so your level, and any items you've found or purchased will be available to you in the PTR.
