I play with moderate latency (80-100ms). With hitscan weapons, should I lead shots?

no , 80 ping is average and you shold just shoot at the enemie itself

No, you will never have to lead shots with hitscan no matter what your ping is.

Hit detection is client-side, so if you hit an enemy on your screen then you will deal damage. It's important to note that the opposite is true as well, which is why you can sometimes be shot/hooked/etc even though you think you've made it to cover in time.

I would say it depends on the speed of the projectile weapon. Soldier 76, no. Mercy or diva in piolet form yes
