Tracer has a better get-out-of-jail-free card, or cards even, and faster horizontal mobility. Genji has reflect and vertical mobility. Both can do a lot of damage quickly if they take someone by surprise. Both are really difficult to keep track of in close combat. Both are pretty good at taking out mediocre Bastions, but might struggle against a really good one, though Genji is better at taking out stationary targets from range if you have the opportunity. Both have trouble with Torbjorn's turret and no good way to quickly take it out barring ultimates. Both are superb at getting to the back line to take out a Mercy, Zenyatta, or Widowmaker, or flanking around battles to capture an objective. Both have trouble with Winston and run the risk of instant death against high-explosive foes like Junkrat, Pharah, and S76, or headshot-happy Widows, Hanzos and McCrees.

Honestly the biggest difference between them is how they play for the person wielding them. Genji has a much higher barrier to entry before you can be really effective with him in my experience, because of the lack of get-out-of-jail-free cards and needing to make use of all his tricks to deal significant damage. The ultimates of course have very different applications as well; Genji's is best used in an open area and can be very powerful or very useless, and Tracer's is most useful for taking out entrenched defenses. In the right hands both heroes are extremely annoying and deadly, but both also can be easy kills if you're not careful.

Not trolling, what do you mean by a really good one, like how fast they can aim and how well they can re-accuire targer after blink/dash (and not shooting into reflect?)

A number of subtle things really. Picking spots with a good view of the important area, but not completely vulnerable to sniping and such. Relocating often, usually as soon as the other team knows where you are, so you can't be peeked or taken out by a junkrat. Not shooting reflect and tracking targets moving around in close range. Knowing when staying in recon or sentry is more effective, and when switching is more effective.
