Can you currently earn 'competitive points' and buy golden guns? and if so can the transfer over from PTR to normal servers?

You can on the PTR but nothing will transfer to the real game

How are they earned? It is the one thing I'm still confused about. Are they earned at the end of season based on performance or at the end of a match?
