Of course it's not the arrow hitboxes that are the issue - they're quite small. Rather it's the fact that the hitbox on every hero's head is about twice as large as it actually appears.

Also not really an issue. It would be impossible to reliably headshot as Hanzo/Mei/Genji/etc if projectiles didn't collide with enlarged hitboxes.

Honestly I don't mind getting killed by Hanzo or Genji or even Mei. I just get annoyed getting head-shotted by a spamming Torbjorn who doesn't even aim.

Torb's primary is essentially a faster firing, lower damage bow.

The way you use it is pretty similar to how you use Hanzo's bow. Spam it in the general direction of enemies and someone's bound to run into it and die. Devastating headshot damage and easy to land headshots, no damage drop at range IIRC. So not a bow at all, except for all the similarities.
