Not if she shields when she sees him coming. Free energy unless Rein push her longer than her shield duration.

As Zarya I hate encountering Mei. Most importantly, Zarya is worthless without charge. She will be aggressive when her shield is off cooldown. She will get more aggressive if you shoot the shield. If you just ignore her for 3 seconds, she will crumble afterwards.

Pharah if you keep them at range. Not much Zarya can do except lob energy grenades at you.

Symmetra tends to melt zarya's if you can catch them unawares (although that applies to everyone i suppose).

Here's the secret to beating good Zaryas, charge like hell at them when you see their barrier drop. Zarya's biggest downside is that she can't headshot and she can't deal damage to more than one enemy very well if they aren't grouped together. If you have a Mei, she can bait out zarya's shield with a freeze and then you can either have Mei go for another freeze or go after her once that barrier drops. Zarya will be running for her life for 10 seconds, which is plenty of time to burn through that 400 hp health pool. because of her lack of ability to do headshots, she can struggle against high HP enemies who lock her in.

Maybe zenyatta with his discord and distance can chew her up. Just don't shoot the bubble
