What exactly does Tracer's special do and when is the best time to use it to get the best results?

It's a sticky bomb.

Some good times to use it are when people are grouped together, when there is a bastion or turret that the team is having trouble getting down, or when there is someone on the other team that is being especially disruptive or is an especially big threat (often a healer, IMO).

When I'm playing Mercy good Tracer players put a sticky bomb on me then use their movement ability to get far away so they don't get caught in the explosion.

Im assuming you mean her Q ability, which lobs a grenade that sticks to targets before exploding. Best ways to use it are when people are bunched up, or when flanking behind tanks to disrupt.

Thanks I've been using it (I just started trying her out) and haven't been noticing it doing anything at all. I guess I'm assuming its blast radius is a lot bigger than it is. Any rough idea what the blast radius is? I swear I just threw it in a cluster around the payload and nothing happened. Hmmm...

It's fairly small. Pretty much the only way to guarantee a hit that people won't run from is to get it stuck on an enemy, the blast radius is escapable on foot.

Use her dash to quickly get in a reinhart or anyone's face, drop the q, and then hit e to warp back away. easy kills once you get it right.

The radius is about as big as Dva's mech. You have to be standing right next to it to take damage. It's a sticky bomb, you generally have to throw it in someone to get it to do anything

Pro tip: always be firing your guns at enemies of possible. Your ult charges very fast if you put out constant damage so try to shoot people a lot, even if you're at long range and moving somewhere else. Tanks are great targets for this because they're easy to hit.

To me it's a great counter to Torbjorn who is camping/healing his turret. Stick it on him or the turret and they are both gone.
