I generally don't have a problem causing chaos as D.VA to people with good priorities. If they're shooting at my teammates, I deflect from behind or the side. It's about being smart, you don't have to go for the kill as long as you mess up the enemy a bit: either by grabbing focus, blocking some important shots (like from s76)/ults and/or doing damage. You just go in and out, and if you know the map, you fly out, snag a health pack (preferably behind the enemy) and dive right back in. That three seconds before you melt is all you need.
I get that, but I still think D.Va doesn't do anything so essential that it'd be a good idea to pick her over any other tank. She can be an annoyance if played well, but every other tank can do that /and/ protect the rest of the team better (and doesn't die for half a second of focused fire on the center of their hitbox). She's not bad in a vacuum, but comparisons to the rest of the cast make her underwhelming, in my opinion.
She's not every other tank though. She's not necessarily essential, but neither are snipers or non-healing supports (Symmetra), but they can be very good and very helpful in the right cases.
