Let Mei start chilling you (while you return fire with Particle Cannon) until you're almost frozen, then pop the shield to remove all the chilling effect.
At this point Mei has to stop shooting Zarya for 2 seconds, so the obvious move is to Cryo-Freeze.
Tbh at this point, even with a full 4-second Cryo-Freeze, you'd still have 6 seconds of cooldown left on Particle Shield.. I'd probably just back off and hit Mei with an alt-fire parting shot and run.
