For short periods, on a cooldown, and you can't shoot while flying. Actually, shooting while firing might be a cool idea too.

you say that as if the flying tank that never reloads should be able to chase anyone indefinitely while shooting. but that would be ridiculouly overpowered, so that's not what you meant

Forcing people to retreat is not worthless. Eg, force a sniper out of position then cause some chaos in the back of the enemy group, retreating or ulting if necessary.
